Scroller shouldn't use mouseenter or should detect if you're already inside `area`

When I call .start() on a Scroller but my mouse is already inside the area for which the scroller activates, nothing happens, and moving up is impossible. If I move my mouse out of the browser and back in it works. So for example if you call start() when your mouse is near the top of the screen, you can't make the window scroll up without moving your mouse back out of the scroller.area.

A simple fix for my situation was changing mouseenter to mouseover in stop() and start(), which has no side-effects because attach() and detach() are simple. But you may want a more complex fix because that may only work because of child elements getting mouseover() called.
