Custom events based on scroll don't check for condition

Hi,
I'm trying to create a new custom event as follows:

Element.Events.scrollend = {

base: "scroll",
condition: function(event) {
    return event.target.getHeight() + event.target.getScroll().y >= event.target.getScrollHeight();
}

}

If I attacch it to a scrollable element, I see that the event is fired as it would be if I used the scroll event.
I tried to add a Log in the condition function and I discovered that the function is never called.

The behaviour is omogeneous on Firefox, Chromium, IE6+ and Opera.

I think this is a bug but maybe I'm missing something?
